Transfer of ownership of motor vehicle
1) When the ownership of any motor vehicle is transferred within the same state the transferer shall report the fact of transfer within 14 days of transfer to the concerned registering authority. 2) In case of vehicle registered outside the state the transferer(seller) should report the fact of transfer within 45 days of the transfer to the concerned registering authority. 3) The transfree(purchaser) shall apply for the transfer to the concerned registering authority within 30 days of purchase. 4) In case of death of a registered owner of a motor vehicle or in case of purchase of motor vehicle at a public auction, the successor who has purchased or acquired the motor vehicle should inform within 30 days & for transfer of vehicle in his name to the concerned registering authority within 3 months.Causes for transfer of ownership

How to apply? 1) Form 29 (2 copies with seller’s sign). 2) Form 30 (with signature of seller & purchaser & chassis print affixed on it). 3) Form T.C.A, TCR (for transport vehicle only). 4) Address proof. 5) Income tax declaration in form 60/PAN number (except 2 wheeler). 6) NOC (in case vehicle is purchased from other region / other RTO). 7) NOC from entry tax (in case vehicle arriving from out of state whose age is less than 30 months from the date of 1st registration. 8) NOC from financier if any. 9) All valid documents of vehicle. 10) Fee.Transfer of ownership on death of owner of vehicle

1) The purchaser should apply for the transfer of ownership within 30 days of taking possession of vehicle at public auction to the concerned registering authority (RTO). 2) When vehicle auctioned is without any registration mark or with a registration mark which on verification is found to be false, the registering authority (RTO) assigns new registration mark to the vehicle in name of dept of govt. auctioning the vehicle & thereafter transfer of ownership in the name of person to whom the vehicle is sold is effected. How to apply? 1) From 30 (affixed with chassis print). 2) Form 32. 3) Form TCA, TCR (for transport vehicles only). 4) Certified copy of order of central/state govt. authorising the auction of vehicle 5) Order confirming sale of vehicle in purchaser’s favour , duly signed by the person authorised to conduct the auction. 6) NOC from the financier if any . 7) All valid documents of vehicle. 8) Fee.Transfer of ownership of vehicle purchased in public auction
1) In case of hire – purchase, lease or hypothecation agreement if the registered owner of the vehicle becomes the defaulter, the financier of the said agreement can apply for the transfer of ownership of vehicle in his own name on following 2 conditions. a) The financier should satisfy the registering authority (RTO) that he has taken the possession of the vehicle from the owner (defaulter). b) The registered owner has refused to deliver the certificate of registration (RC) or has absconded. 2) Under such circumstances financier should apply to the registration authority concerned (RTO) for the issue of fresh certificate of registration in form 30 & 36 along with Fees 3) The registering authority after receipt of such an application would give the defaulter an opportunity to make any representation by serving him a notice by RPAD at his address entered in the certificate of registration (RC). 4) After that the registration authority will cancel the previous certificate & issue a fresh certificate of registration (RC) in the name of financier.Vehicle Transfer from other state to Goa
When relocating to Goa from another state with a vehicle bearing non-Goan registration, it is important to keep in mind the procedure to apply for a local registration mark. According to the Motor Vehicles Act, 1988, if a vehicle registered in one state is kept in another state for a period exceeding 12 months, it is imperative that the owner gets a new registration mark/number within the new jurisdiction.Documents required:
1. A no objection certificate (NOC) from the state in which the vehicle is originally registered. This is Form 28 and can be purchased for Rs 10 from the road transport office (RTO) or the directorate of transport of the concerned jurisdiction. It is important to ensure that an imprint of the chassis number of the vehicle is attached with this form. 2. Form 20, which is the 'application for registration of a motor vehicle'. This form can also be purchased for Rs 10 from the RTO or the directorate of transport. 3. Form 27, which is the 'application for assignment of new registration mark on removal of motor vehicle to another state'. Like the other two forms, this form as well can be purchased from the same authority and costs Rs 10. 4. Invoice for the sale of the vehicle bearing the present owner's name. 5. A valid pollution under control certificate. 6. Proof of residence in Goa. This could be a notarized copy of passport or election card. In case these documents do not carry a Goa address, a notarized copy of the rental agreement for the house or electricity/phone bill along with an affidavit that mentions the permanent address of the owner of the vehicle can also be submitted.Procedure:
* All the documents mentioned above are to be submitted with the office of assistant director of transport at the directorate of transport under the jurisdiction mentioned in the residence proof. * In case the vehicle was bought within 15 months from the date of filing the application, an entry tax to the tune of 12% of the value of the vehicle mentioned in the invoice is to be paid. This payment is made with the assistant commissioner of sales tax at the sales tax office in Panaji. On payment of this amount two copies of a challan are generated of which one is to be submitted at a branch of State Bank of India and the other to the directorate of transport along with the other documents. * Upon receiving the documents, the concerned officer seeks the confirmation for the authenticity of the submitted documents from the original registering body. * Once the transport office receives the confirmation on the authenticity of submitted documents, the vehicle owner needs to make a final payment covering the road tax. This payment is also made at the directorate of transport. For two-wheelers, this amount is 5% of the cost of the vehicle mentioned in the invoice and in case of four-wheelers, the amount is 5% up to a cost of Rs 6,00,000 and 6% for vehicles costing above 6 lakh. * Upon receiving this payment, the directorate of transport generates a fresh jurisdiction-specific registration number for the vehicle.Letter Format for Vehicle Transfer in Goa
