Types of Driving Licence


Learner Licence


This is a temporary licence valid up to 6 month only. It is issued to learn driving of Motor Vehicles.

Permanent Licence


One become eligible for permanent licence after expiry of one month from the date of issuing the learner licence.

On Line Service help you save your precious time as you can now by pass the long queues at the fee and data entry counter and report directly for biometrics at exclusive counter for On Line Service and thus further save on time.

Please note that this online facility is available only for driving licences that have been issued post 1997 by Transport Department, GNCTD.

The process for appointment is simple. Just follow these steps to book your appointment for Driving Licence.

1) Select the On Line Service option.
2) Enter your Name and Date of birth. Make sure that the particulars entered by you are accurate as per supporting documents. These cannot be edited subsequently and reused during the licence issuing process.
3) Select the Zone and Date of appointment of your choice from available options where you want the appointment.
4) Select the Service required that you want.
5) Next select the appropriate Service type you want to avail of. In case of Driving Licence, you are required to select Licence card type.
6) The list of documents required for the said service will be displayed. In case you are in possession of said documents and meet eligibility criteria then enter the verification code that appears on the screen
7) Click on the Submit button.

Learners Licence


It will be issued for 180 days

i) Fill Form 2 (Application for grant of Learners Licence). In case of endorsement to existing Driving Licence, fill Form 8 (Application for addition of a new class of vehicle to a driving licence
ii) In case of applicant above 16 years and below 18 years of age, consent form duly signed by the parent / guardian will be required. The applicant will be issued Driving Licence for motocycle without gear (upto 50 cc only)
iii) For Private Driving Licence, fill Form 1 (Declaration as to physical fitness) for applicants upto 40 years of age, In case of applicants above 40 years of age, Form 1A affixed with applicants photograph will be filled by a registered medical practitioner.
iv) For Commercial Driving Licence, Form 1A affixed with applicants photograph will be filled by a registered medical practitioner.

Driving Licence


Apply after 30 days and before 180 days from date of issuance of Learners Licence; Private Driving Licence will be issued for 20 years or 50 years of age whichever is earlier whereas Commercial Driving Licence will be issued for 3 years.

i) Fill Form 4 (Application for issue of Driving Licence)
ii) Private Driving Licence will be issued / endorsed by any Zonal Office whereas commercial Driving Licence will be endorsed by Zonal Office under whose area of jurisdiction applicant is residing as per address proof.

Renewal of Driving Licence


Apply 30 days before or after expiry of validity of Driving Licence; Private Driving Licence will be renewed upto 50 years of age and thereafter for 5 years above 50 years of age whereas commercial Driving Licence will be renewed for 3 years.

i) Fill Form 9 (Application for renewal of Driving Licence)
ii) Private Driving Licence will be renewed by any Zonal Office whereas commercial DRIVING LICENCE will be renewed by Zonal Office where last / current transaction was carried out.
iii) For Private Driving Licence, fill Form 1 (Declaration as to physical fitness) for applicants upto 40 years of age, In case of applicants above 40 years of age, Form 1A affixed with applicants photograph will be filled by a registered medical practitioner.
iv) For Commercial Driving Licence, Form 1A affixed with applicants photograph will be filled by a registered medical practitioner.

Duplicate Driving Licence


1) Fill Form LLD (Application for duplicate Driving Licence)
2) Fill your Learners / Driving Licence No.
3) Fill other requisite information and submit.
4) Filled application along with other forms will be displayed for your confirmation.
From the next page note down your Reference number. In case you are not able to note the reference number of confirmed appointment, then you may visit selected Zonal Office on selected date.
Make your e-payment using your credit or debit card or net-banking.

Please take a print out of your Driving Licence Appointment Receipt and the Driving Licence application forms.
In case e-payment transaction not confirmed or appointment receipt not generated then payment deducted from your account will be refunded within 7 working days.
Put your signature in ink at designated place on all forms.
Please report to the selected Zonal Office at selected time slot along with the above mentioned print outs, original documents and their self attested photocopies.

At the Zonal Office follow below mentioned steps to complete the driving licence issuance process:

a) Get Your applications along with other documents verified by the Motor Vehicle Inspector
b) Get your photograph, finger-print and signature, captured at On Line Service Counter. You will also have to check and verify the accuracy of all the data that you had fed into the online DRIVING LICENCE appointment system
c) Appear for the learner licence/driving licence test
d) Your learners licence/international driving permit needs to be collected by you from the Zonal Office on the same day
e) Your driving licence will be dispatched through speedpost within 24 hours. It will reach you within seven working days

Note:


1. All applicants will have to wait for their turn for getting their documents verified and appear for the tests conducted by the Motor Vehicle Inspector. These cannot be bypassed.
2. If due to some unavoidable circumstances you are unable to visit the Zonal Office on the day of your appointment or are unable to complete the formalities of getting the licence, you may contact the DIMTS official posted in the Zonal Office for assistance. The Officer will coordinate with the Transport Department to reschedule your appointment within a period of maximum three months.

Appointment without e-payment


1) Dial the Driving Licence call center number 9311900800
2) Give details like ‘Name’ and ‘Date of Birth’.
3) Next you will have to specify the type of driving licence you want to apply for, i.e. Learner’s Licence, Driving Licence or International Driving Permit.
4) For the appointment, please select the zonal office that you want to visit along with the date and time (from the given slots) at which you want to visit.
5) Please note down your Driving Licence Appointment Receipt number
6) Please report to the zonal office with the all original documents and their photocopies or just the photocopies of the original documents duly attested by a gazetted officer.
7) At the zonal office you will have to follow these below mentioned steps to complete the driving licence issuance process

i) Fill your Driving Licence Application form, enclose the requisite documents and deposit the fees with the government cashier.
ii) Get your signature, photograph and finger-print captured at the Express Counter. You will also have to check and verify the accuracy of all the data that you had given to the call center executive at the time of seeking an appointment.
iii) Appear for the learner licence/driving licence test
iv) Your learner's licence/international driving permits needs to be collected by you from the zonal office on the same day
v) Your driving licence will be dispatched through speedpost within 24 hours. It will reach you within seven working days

Note:

Eligibility for Obtaining a Learner's Licence


1. Age eligibility: 18 years
2. For vehicles upto 50CC engine capacity & without gear -- 16 years(Provided parents/guardian consent obtained.)
3. For commercial vehicle -- 20 years & minimum qualification of 8th pass.
4. Conversant with Traffic rules & regulations
5. Documents for residence.

The documents required along with the learner application form are as follows :


1) Residence proof- attested copy of any of the following:

a) Voter Identity Card
b) Life Insurance Policy
c) Passport
d) Pay slip issued any office of the central government or a state government or local body.

2) The following documents are also accepted along with an affidavit sworn before a notary public or any competent magistrate

a) Water Bill - Delhi Jal Board
b) Electricity Bill
c) Telephone Bill (MTNL only)
d) Pay slip accompanied by a PF Receipt (In case of private sector employees)
e) Property Ownership like, Registry, Power of Attorney etc.
f) Post office or bank Passbook indicating residential address
g) House tax receipt
h) Certificate from employer in case of Government Servant.
i) Ration Card
j) Marriage certificate issued by District Administration
k) Income Tax Returns
l) Residence Certificate issued by District Administration

3) Documents valid for proof of age

a) School certificate
b) Pass port
c) Birth Certificate
d) Certificate issued by a registered medical practitioner not below the rank of a Civil Surgeon, as to the age of the applicant
e) Affidavit sworn by the applicant before an Executive Magistrate and or a First Class Magistrate as a evidence of age.
f) PAN Card
g) CGHS Card

4) Documents valid for proof of citizenship.

a) Proof of Birth in India from municipality or registrar of birth & death.
b) School Leaving Certificate/Secondary School Certificate Showing Nationality/Place of birth
c) Passport Showing place of birth/citizenship/nationality
d) Certificate of citizenship/nationality issued by magistrate or any other administrative officer
e) Residency permit/domicile certificate issued by state government.
f) Grant of patta/lease of property by the central/state government.
g) Refugee Registration card pertaining for the period of 1947-1950
h) Certificate of SC/ST/OBC.

5) Application for learner licence with 3 recent pass port size photograph.
6) Medical certificate on form 1-A it is required in case of commercial licences
7) Learner licence form (Form No. 1-2-3) along with 3 photographs.
8) Self declaration of Medical fitness on form 1 (Incase of Pvt. Vehicle)

Prescribed Fee For Learner License


Rs.30/-for one category.
Rs.60/-for two categories.
Rs.90/-for three categories.

Procedure Adopted to Issue Learner License


After verification of your documents you will have to go through a learner test. Before learner test, color blindness inspection is carried out.The learner test is conducted for a period of 10 minutes and it has 10 multiple objective type questions. The minimum marks to qualify are 6. The learning licence is issued to the applicant who has passed this test. A question bank is provided on the website of the department to go through and learn before about the contents of learner's test like Road signs, Traffic rules & regulations for the learners licence.

Expected Time for Learner Licence Issuance


The learner licence is issued to the applicant who has passed the learner examination. It is issued on the same date after 2-3 hours of completion of computerized test If the applicant does not quality the learner test, he is given chance after one-week time

Necessity of Driving Licence


No person shall drive a motor vehicle in any public place unless he holds an effective Driving licence issued to him authorizing him to drive vehicle of that particular category.

Eligibility for Permanent Licence


1) You should have a valid learner licence.
2) You should apply after 30 days and within 180 days from the date of issuance of learner licence.
3) You should be conversant about the vehicle systems, driving, traffic rules & regulations.

Required Documents


An application for a driving license shall be made in form no. 4 and shall be accompanied by :-

i. An effective learner’s license to drive the vehicle of the type to which application relates
ii. Appropriate fee as specified for the test of competence to drive and issue of license.
iii. Nationality Proof.
iv. Proof of citizenship. (Attested photocopies)
v. One recent passport size photograph
vi. A driving certificate in Form No. 5 & 14 issued by the schoolor establishment from where the applicant received instruction.
vii. The vehicles for test which category you are applying the licence.

Procedure of Issuing for Permanent Licence


After scrutiny of your documents you will be put through the driving test. For driving test you have to bring your vehicle with you and deposit of prescribed fee.

International Driving Licence


International driving licenses are issued from various zonal offices. The validity of this permit is for one year. You are required to get your licence from the country your visiting within one year period. Following documents are to be produced at the time of applying for a International driving license :-

i. Attested Copy of Valid driving licence issued.
ii. Attested copy of valid address proof.
iii. Attested copy of valid Passport.
iv. Attested copy of valid Visa.
v. Fee of Rs. 500/-.
vi. Five passport size photograph.
vii. Medical Form 1-A
viii. Valid proof of Indian Nationals.
ix. The International driving license is issued from 8.30 AM to1:00 PM from the Concerned Zonal Office

Renewal of Driving Licence


The driving licence is required to be renewed after expiry of its validity. You have to approach to your local zonal office during public dealing hours for the same.

Documents required for renewal of Driving Licence


For Private Licence:


i. Application in Form No.9.
ii. Rs.250 for fees and penalties as applicable.
iii. 2 copies of your recent passport size photograph.
iv. Original Driving license held.
v. Attested copies of Valid Proof of age and residence.
vi. Form No.1 self declaration of physical fitness.

For Commercial License:


i. The above documents as required in Private License
ii. Medical Certificate in form No.1A (In case of Commercial category).
iii. Driver refreshing Training certificate in case of HMV.
iv. In case of Private licence the record is not verified if the particulars seem to be clear on the licence. However for commercial licence the particulars are verified from the issuing authority. The renewal of licence in case of private licence is done on the same day but for commercial licence the renewal is made after verification of the particulars and send by P & T department through speed post.

Note :- All photo copies to be attested by Gazetted Officer or Notary Public.

Validity of Driving Licence


Your licence is valid for 20 years from the date of issue or till you turn 50 years of age, whichever happens earlier. However, if your licence is for a commercial, passenger or goods vehicle it must be renewed after every three years. You require medical certificate if you have commercial licence and also in case the applicant is more than 50 years of age.

Duplicate Licence


Duplicate Licence is issued in case of loss, theft,or on mutilation

We recommend you to keep the photocopy of your licence safe, particulars of licence noted with you so that you may not face troubles in case of loss/theft. It would be easier to locate about your licence particulars from the record. If you can not provide the particulars it is advisable to go ahead for fresh licence instead of duplicate of licence.

Procedure To Get a Duplicate Licence


i. Application in Form LLD.
ii. FIR/NCR of the lost licence
iii. Challan clearance report from Traffic Police (in case of Commercial licence renewal).
iv. A Fee of Rs.200.Form No 1.Self Declaration of Physical Fitness.
v. Attested Copy valid address Proof.

Note :- All photo copies to be attested by Gazetted Officer or Notary Public.

For duplicate licence you have to approach the issuing authority and the particulars will be verified from their records. The validity of duplicate licence will be the same of your previous licence. The original issuing authority will issue your duplicate licence.

If your licence is lost and expired by more than 6 months your case requires permission from Head Quarter of Transport Department.

Other State Driving Licence


The procedure and documents are same as renewal of driving licence except record confirmations may be asked from issuing authority of that state. You have to apply to your local zonal office for the same.
