Procedure to apply for Learner’s and Driving License in Arunachal Pradesh
The computerization of Department of Transport, Govt. of Arunachal Pradesh is an inclusive system which takes care of all works of vehicle registration. The Vahan is a database software, which is modified to provide to the necessity of individual states. This software allow the process at Regional Transport Office for vehicle registration, taxes, permits etc. The product has been successfully modified and implemented for the 33 states and union territories in the country. In every state, if any person want to drive motor vehicle in public place, he/she should have valid driving license. Without having valid DL, no one is allowed to drive motor vehicle in public road. It is illegal, so must the DL while driving any type of motor vehicle. There are two types of License in India. 1. Learners License: One must have to apply for Learners License before obtainging the permanent Driving License. The LL is valid for 6 months period. For obtaining LL, the applicant have to pass the written test. After passing the test, the LL will be issued to them. The application for driving license can be made in Form no. 2, which can be submitted in DTO alongwith the required documents. 2. Driving License: The permanent Driving License can be obtained after 30 days of issue of Learner’s License. The applicant have to present themselves before the D.T.O. for driving test. After passing the test, the driving license will be issued to them.Learner's Licence:
Documents required for Learners License in Arunachal Pradesh:
1. Application Form No. 2 2. Proof of Address: Submit any one from the following documents- a. Ration Card b. Passport c. Election ID card d. Telephone Bill /Electricity Bill e. Pay slip issued by any Central Government/ State Government/ Local body. f. Proof of legal presence in India for a proof of residence in case of foreigners. 3.Proof of Age: Submit any one from the following documents- i.School Certificate. ii.Birth Certificate. iii.PAN card iv.Certificate granted by the registered medical practitioner not below the rank of a Civil SurgeonFees for Learners License:
The applicant need to pay a fees of Rs. 60/- through Treasury Challan (H/A “0041” Motor Vehicle Tax).Eligibility for learners license in Arunachal Pradesh:
A. The applicant must be attaining the age of 16 years for motor cycle with engine capacity not exceeding 50 cc (motor cycle without gear). The declaration of the parents/guardian is necessary and shall be signed before the licencing authority at the time of submitting the documents. B. The applicant must be completed the age of 18 years in case of motor cycle with gear or light motor vehicle. C. In case of transport vehicles, the applicant must be 20 years of age and one year driving experience of light motor vehicle is also required. Medical certificate is also necessary in case of transport vehicle.Preliminary test for Learners License:
I.The DTO will conduct a written test for the persons who is applying for learners license and the who have passed SSLC or equivalent examination or higher . This test will be of Multiple choice objective type based on traffic signals, road signs and rules and regulations. II. In case of others, Oral test will be conducted. III. The tests will be conducted by the Inspector of Motor Vehicles. IV. Applicants who are already having driving licence are exempted from appearing for preliminary test in case additional endorsement of new class of vehicle. V. Applicant who failed in the test can reappear for the test on the next day onward. VI. Applicant who passed the test can collect the learners license in any working day from the driving license office.Documents required for Permanent Driving License in Arunachal Pradesh:
1) Application form no. 4 which is available at the enquiry counter 2) Passport size photographs of the applicant (3 nos.) 3) Valid Learners License 4) Documents of vehicle in which applicant proposes to appear for test of proficiency to drive vehicle 5) Certificate issued by Driving Training School or DTO office, in case of transport vehicle.Fees for obtaining Driving License:
I. Rs. 200/- for Driving License II. Rs. 50/- for driving test.Driving Test for obtaining Driving License:
The Motor vehicle Inspector will conduct the test of ability to drive vehicle as per the procedures laid down under the rule 15 of Central Motor Vehicle Rules, 1989. After passing the the D.T.O. will pass an order to issue driving licence. The driving license will be delivered to the applicant on the next day during the office hours. If the applicant failed in driving test can reappear for the driving test after seven days by paying the fees of Rs. 50/-.Validity of Driving License:
1. The issued Driving licence in the state is valid throughout India. 2. Driving licence is valid for 20 years or 50 years of age of the applicant, whichever is earlier. 3. Driving licence issued for transport vehicle will be valid for three(3) years.Licence Number Check
